Paramilitary cadre reveals planned claymore attack prior to Geneva Talks

A paramilitary cadre with instructions to eliminate a Brigade Commander of the Liberation Tigers and an Intelligence Wing official in Batticaloa before talks in Geneva, met the press Tuesday morning in LTTE controlled Kokkaddicholai. The 32-year-old paramilitary cadre, Vigneswaran, told media at Solayaham Conference Centre that he turned himself to the Tigers as he was unhappy to obey instructions issued by the Sri Lankan military.

Arumugam Vigneswaran was sent on a Claymore attack mission in the Pulipaynthakal border area.

He was told that an ambush team would launch an attack on LTTE cadres.

He was instructed to advance into LTTE controlled area and launch a Claymore attack on a vehicle belonging to LTTE Commander Jayarthanan, the Commander of Jeyanthan Brigade, or the Tiger Intelligence Official Uma Ramanan, one or both were expected to rush to the spot to investigate the ambush.

"I was provided with the particulars and sent on 18th February from Welikande to Sri Lanka Army camp in Kiran," he told the media.

Vigneswaran said he was recruited 10 months ago by his relative and Karuna loyalist paramilitary cadre, Sinnathamby, who was operating from Welikande.

Sinnathamby, who "forced" Vigneswaran to join him in Welikande, provided 3 days training on operating Claymore mines in Welikande.

Vigneswaran was then sent on various missions, between Kiran and Welikande, he said.

“Major Bandula at Sri Lanka Army camp in Kiran assured me help when I withdrew from the attack site into SLA-controlled area," Vigneswaran told reporters.

Vigneswaran is from Korakallimadu, Valaichenai. He adds that a few youths from Korakallimadu area, who were conscripted by force are kept chained at the paramilitary camps in Welikande," he added.

The paramilitary cadre said he reached the Ottamavadi SLA checkpoint on 18th, and two others who met him there took him to a Muslim Homeguard camp in Kavathamunai, Valaichenai, prior to his entry into the LTTE controlled area for the said mission.

What is really wrong with the counter insurgency methods? by by Dharmeratnam Sivaram

Western counter insurgency methods have succeeded in putting down or effectively containing the armed struggles for social emancipation or for carving out separate states in the majority of the countries which adopted them under the tutelage of the Americans and the British. This is a fact that more often than not is buried by the third world's persistent fascination with the success stories of Vietnam and Cuba. The American and British governments have spent vast resources to study and constantly improve on their common and specific counter insurgency methods unlike the Cubans or the Vietnamese whose cash strapped economies would brook no such luxuries.

The Sri Lankan security forces have had the singular fortune of availing themselves of the vast resources of western counter insurgency methods and doctrine. They have also been singularly fortunate in having to fight an internationally isolated enemy.

Sri Lanka is easily the only country in the world to fight its insurgency with the undivided support of the international community, the backing of all the important nations across the global political spectrum. It is the most advantageous external environment that any country may have ever had in fighting an insurgency.

And yet something is obviously going wrong. There are three reasons that may be attributed to the apparent failure of western counter insurgency - CI - methods in Sri Lanka. (It would be countered that nothing is wrong with western CI but with the people who are not doing it right. This, upon closer scrutiny, would be found untenable because less literate armies have succeeded in quelling insurgencies in less favourable circumstances) Firstly, the LTTE has developed over the years a fairly sophisticated counter-counter insurgency system. Secondly, it has consistently focused its resources on building a conventional force and on preserving the minimum required territory to sustain such a force. And thirdly it never lets itself be inveigled or coerced into the political space that is so necessary for diluting and mystifying the basic cause fuelling the insurgency.

The recent discovery of an alleged LTTE mole in Batticaloa would help one get his bearings right about the current state of counter insurgency operations in Sri Lanka. 'Rangan' was one of the most trusted ex-militant operatives working with the army in the east. He was a regular participant in deep penetration ops by the army Special Forces inside LTTE controlled areas west of Batticaloa and was considered a solid intelligence asset.

'Rangan' was particularly useful because he was the chairman of the Vavunathivu Pradehshiya Sabha, the administrative area of which lies in the LTTE dominated western hinterland of Batticaloa. He belonged to the Manikkamdasan faction of the PLOTE and recently joined the Razeek group which now functions under the overall direction of Mr.Varatharaja Perumal. Two weeks ago Rangan was uncovered as an important LTTE mole by sleuths from Colombo who had stumbled upon the information from a suspect arrested in the city.

The problem is that he had had free access to all the army's positions in the area and knew most parts of the military intelligence network in the district. Some accomplices were arrested and a cache of weapons in the high security zone by the Batticaloa air force base was found. The killing of Razeek by an LTTE suicide bomber in Batticaloa town was a big blow to the army's counter insurgency ops in the east. Rangan's arrest has further dented the army's CI apparatus in the region.

The Tigers have very shrewdly used such moles as double-edged weapons. On the one hand, moles provide valuable information and help the LTTE find new contacts in the army's broader intelligence network; while on the other, even if they are eventually uncovered, their arrest and interrogation drive the wedge further into the uneasy relationship between ex-Tamil militants and the intelligence establishment. An ex-Tamil militant leader said that he wonders whether the LTTE is doing this systematically - to establish apparently 'innocent' political contact and then deliberately getting the contact to squeal about it. The conflicting approaches of the various arms of the defence establishment in their dealings with the ex-militants working with them have compounded the situation further.

The arrest and detention of the current EROS leader, Sudha Master, is a case in point. Sudha Master was a singular asset to the 'system' in Colombo and as such was a long tested contact. Earlier this year he was taken in by the Crime Detention Bureau and detained with common criminals for a week before he was released due to the intervention of a military officer who is one of the few in the intelligence establishment who has a sensible grasp of ex-Tamil militant affairs.

"This is the reward I got in the end for everything," lamented he later. The story of what befell a person of his 'stature' is not an edifying one for the army's other Tamil contacts to say the least. Rangan's arrest is another instance in a steady trend in the north and east.

The LTTE's aim, obviously, is to stymie and subvert the army's intelligence system. The TELO was one of the best resources the army has had in developing its local counter insurgency resources in the north and east. Now the group is black listed by the army for allegedly having close links with the Tigers and for taking up their cause as the only legitimate politcal course for the Tamil people. The EPRLF and the EROS have floundered - the former crumbled and imploded due to factional squabbles and the latter was absorbed by the Tigers, the remnant is neither fish nor fowl. One of the basic principles of counter insurgency is to have many para-military and vigilante groups drawn from the target population for intelligence gathering, psy-ops and most importantly for creating an alternative political space and for helping the state to reduce its military presence and hence expenditure.

But in the Eelam war para-military groups are being turned by the Tigers into another insidious front for the army's growing counter insurgency burden.

The British army has encountered this proble in Ireland. But its dimensions here are such that Western CI methods seem to be of little relevance.

'Mole' kills leader of SLA penetration team

A soldier of a Sri Lanka army deep penetration group was killed in the early hours of the morning Saturday when he was shot by another trooper of the unit that was lying in ambush at Kurinjamunai junction inside the area held by the Liberation Tigers west of Batticaloa town. The trooper got away with the weapons of his dead team leader. Both men are from the SLA's National Guard. Military sources in Batticaloa said that the trooper who got away was an LTTE 'mole'.

However, media sources said that he was introduced to the local press by the SLA at its brigade headquarters in the eastern town on 17 March. The youth told the presspersons that he had been a supporter of the LTTE's political wing.

He told journalists that he deserted the LTTE and surrendered to the SLA when he came to know that the Tigers was planning to conscript and send him off for military training.

The SLA officers who called the press meet claimed that the youth had surrendered at the military camp in Vavunathivu, near Batticaloa town on 15 March. A photo of the youth holding an assault rifle was published in the Thinakathir, the daily newspaper published in the eastern town, on 18 March.

Tamil paramilitary sources working with the SLA in Batticaloa said he was subsequnetly recruited by the National Guard unit in Batticaloa (formerly known as the Razeek group) mainly with the view to help deep penetration and infiltration teams to operate in the LTTE held areas in the hinterland of the district.

"He was also expected to identify LTTE leaders for ambush parties operating inside LTTE held areas," a member of a paramilitary familiar with the youth said.

He added that the death of Sembaapodi Mehanathan, 37, (nom de guerre Kutti) was a setback for special military infiltration operations of the SLA into the hinterland of the Batticaloa district which is controlled by the Tigers. Mehanathan was formerly a cadre of the EPRLF. He worked with the Indian army in 1988-90 and then joined the SLA when Delhi pulled out its troops from the north and east of the island.

SLA deep penetration teams have stepped up operations in the east and in the Vanni recently, according to Tamil press reports. Thirty claymore mines aimed at the movements of LTTE leaders in the western hinterland of Batticaloa were discovered by the LTTE since 14 June, local press sources said. A claymore mine meant to hit a local LTTE leader at Thumpankerni, 26 kilometres southwest of Batticaloa blasted a lorry carrying bricks on 29 July, according to them.

Nizam, a senior LTTE operative was killed in a claymore blast in the interior of Batticaloa's hinterland on 14 June.

Paramilitary operatives: ultimate victims of covert warfare?

Government of Sri Lanka (GoSL) and the Liberation Tigers of Tamil Eelam (LTTE) met in Geneva Wednesday and Thursday and reconfirmed their commitment to honour and uphold the February 2002 Ceasefire Agreement (CFA). The issue of paramilitary groups figured prominently in the discussions and the GoSL delegation undertook a commitment: that no armed group or person other than its security forces will carry arms or conduct armed operations in GoSL controlled territory.

"The GOSL is committed to taking all necessary measures in accordance with the Ceasefire Agreement to ensure that no armed group or person other than Government security forces will carry arms or conduct armed operations," the joint statement released at the conclusion of Geneva talks read.

"There is a two month space for it [the next round of talks].We have to see whether the government is going to disarm these [paramilitary] groups. And if they are disarmed and made disfunctional and their operations halted then we will send our political cadres into Jaffna and Batticaloa," LTTE's Chief Negotiator and Political Strategist, Anton Balasingham, said in a press interview commenting on the commitment undertaken by the Government of Sri Lanka.

Mr. Balasingham, in his opening address in Geneva on Wednesday, named and defined the Tamil paramilitary groups operating in NorthEast.

Karuna group, EPDP group, PLOTE group, EPRLF (Varathar) group and a Muslim group called Jihad group were categorized by the LTTE as the major five paramilitary groups involved in subversive warfare against the LTTE.

These Tamil paramilitary groups are "sustained, supported and controlled by the Sri Lanka military," Mr. Balasingham described.

"They are not simply 'armed elements' functioning independently in a political vacuum," he further explained , adding that these groups are organized militant forces, "properly trained and armed in subversive warfare and function covertly in connivance with the Sri Lanka armed forces."

The LTTE submitted documents detailing the nature of the paramilitary operations sponsored by the Sri Lankan armed forces.

The term paramilitary, in press usage, means “an illegal group, armed with assault weapons.”

Some argue that the above usage stems, as with “paranormal” opposed to “normal”, paramilitary means an entity “other than” or “outer” of "military."

The US Department of Defence Dictionary of Military and Associated Terms [12 April 2001, amended through 31 Aug 2005] definition of the paramilitary force, in practical usage has come to “apply everything from home guard-style militias to the counterguerilla "death squad," writes Michael McClintock, the author of Instruments of Statecraft: U.S. Guerilla Warfare, Counterinsurgency, and Counterterrorism.

The U.S. DoD dictionary definition reads: “Forces or groups distinct from the regular armed forces of any country, but resembling them in organization, equipment, training, or mission.”

Paramilitary groups in the Sri Lanka political discourse refer to the armed groups collaborating with the Sri Lankan state forces against the Liberation Tigers.

During the war, Sri Lanka Military deployed Tamil paramilitary cadres in covert operations, both defensive operations against the Tiger infiltrations in SLA controlled territories in the NorthEast and South, and offensive operations using Long Range Reconnaissance Patrol (LRRP), also known as Deep Penetration operations.

Two classic model operatives were EPRLF Razeek and PLOTE Mohan.

The Tigers successully employed pre-emptive counter strateties to cope with the threat of covert operations and to contain paramilitary groups as evidenced from the fate that befell the two paramilitary operatives from Batticaloa.

On 29 of May 1999, P. Ganeshmoorthy, known as Razeek was killed by an assassin riding a bicycle with explosives in an alleged suicide mission. Razeek's death was one of the first major blows to Sri Lankan Army's counter-insurgency operations in Batticaloa.

Razeek, who was recruited by the Indian Army, had led a ruthless death squad in Batticaloa during IPKF forces operations in Sri Lanka.

The Razeek group was the military wing of the Eelam People's Revolutionary Liberation Front (EPRLF).

Later, Razeek's paramilitary group was incorporated into the official structure of the Sri Lanka Army as the 9th Auxiliary Force.

Razeek's group, once had an estimated number of 250 cadres when Razeek was its leader. His cadres were trained at SLA's Infantry Training School in Minneriya, Polannaruwa, west of Batticaloa.

He was slain when Annamalai Varatharajaprerumal, former chief minister of the defunct north east provincial council, who returned to the island after a ten-year exile in India, was planning to re-establish himself as the EPRLF political leader, with the assistance of Razeek.

It was under Varatharajaperumal, the Indian Military trained and developed a paramilitary force named Tamil National Army (TNA). According to ex-militant EPRLF sources, there were nearly four thousand cadres in the North and five thousand cadres in the East, all conscripted, and many underage. Most of the youths were freed by the Tigers when they entered the cities as the Indians withdrew from the island. More than 400 were ex-militant hardcore cadres, and most of them escaped to India. Some returned later to engage in paramilitary activities (ENDLF collaborating with Karuna loyalist paramilitary cadres is a recent example).

The Razeek group which enjoys auxiliary force status in SLA has steadily losing its counter insurgency role since the slaying of Razeek.

Sri Lankan Defence analysts in late 1999 opined that the killings of Manikadasan, a PLOTE operative, and Razeek severely undermined the morale amongst the paramilitary cadres.

The surviving co-founder of the Razeek Group, Sivaguru Navaratnam, known by his nom de guerre Gandhi, appointed the leader of the Razeek group by the SLA Commander in Batticaloa after Razeek's killing, was killed in a grenade attack by unidentified attackers on 14 September 2005 when the covert-war intensified again. He was slain within the high security zone in Batticaloa town where Razeek group maintained a well fortified military camp attached to Sri Lanka Army base at Lake Road.

On 31st of July 2004, PLOTE Mohan, a key Military Intelligence Corps (MIC) operative, and described by Sri Lanka defense the most successful paramilitary operative in the Sri Lankan conflict ever, was gunned down in the heart of Colombo when he was riding in a autorikshaw.

Kandiah Yogarajah, 36, known by nom de guerre Mohan, was a member of PLOTE, an ex-militant organisation now collaborating with the Sri Lankan Army against the Tigers. Yogarajah was from Vavunathivu in Batticaloa (PLOTE later distanced itself from Mohan.)

He was recruited as a paramilitary agent by the Indian Army Intelligence when the Indian military was fighting the Tigers in the NorthEast in the late 80's.

Later, he became an indispensable part of Sri Lanka's intelligence and counter insurgency operations against the LTTE.

In 1993, a Special Presidential Commission headed by a retired supreme court judge which inquired into 1990-1992 massacres, rapes and murders by Sri Lanka Army and its collaborators, named Mohan and his Military Intelligence handler called Richard Dias alias Munaz as persons who were the perpetrators of the mass murder of more than 350 innocent civilians, including children and women, from the refugee camp in the Eastern University and the village of Saththurukkondaan near Batticaloa.

But the Sri Lankan government, ignored the commission report and continued to nurture Mohan as an invaluable military intelligence asset.

Tamil sources claim PLOTE Mohan was responsible for more than 600 killings and many disappearances.

Mohan succesfully managed to escape Karuna, while the latter was in command of the LTTE in the East.

The top paramilitary operative, who became a multi millionaire through his paramilitary assignments, was forced to shift to Colombo to escape from the Tigers.

In Colombo, Mohan worked as a counter intelligence operative against the Tigers and played a key role in the Long Range Reconnaissance Patrol (LRRP).

The LRRP was attributed to a deep penetration attack that claimed the life of an LTTE top official and the commander of Tigers air-wing, Col. Shankar. The LRRP, according to Sinhala press, has also claimed to have killed a high ranking Sea Tiger official and a senior Intelligence official of the Tigers in the East in separate ambushes.

The Sinhala newspaper Lakbima, in an appraisal article on PLOTE Mohan on 08 August 2004, states that Mohan was assigned the duties of a Major rank Military Intelligence Corps officer, Major Karunaratne, who was sent on leave.

Mohan treated as a VIP figure was respected higher than any Major rank official, worked closely with Major T.N.Muthaliff, the Military Intelligence Corps (MIC) official who was assasinated in May 2005.

However, when Mohan was slain, Sri Lankan defence sources did not acknowledge the significance of their slain VIP and did not honour him duly, charges another article that appeared on Lakbima.

This caused panic and enraged the other collaborators and paramilitary operatives, according to a Sinahala Daily Divaina report that appeared on 08 August 2004.

The article also states that there were attempts by the MIC, upon Karuna's defection, to enlist the former enemies to work together as paramilitary duo.

The LTTE which employed a preemptive strategy to neutralize paramilitary threat, by containing the paramilitary operatives domain to function, sustain and develop, has also been successful during peace time, in running a Fear, Uncertainty and Doubt (FUD) campaign against the paramilitary operatives, and succesfully containing them, say military analysts.

Deployment of paramilitary groups has been a widely adopted tactic in counter-insurgency offensive doctrine applied in various conflicts throughout the world.

The CIA's paramilitary projects that were run by its Special Operations Group (SOG) in Central America had "checkered results", writes Douglas Waller in a TIME magazine article in January 2003. "Because of past scandals the agency had largely dropped its paramilitary operations," he notes.

"The governments that the CIA destabilized in Iran, Guatemala and Chile were replaced by repressive regimes that ended up doing more damage in the long run to U.S. foreign policy," the writer further notes adding that the war on terrorism has brought the SOG back into the business.

Another TIME article on October 20, 2003, gives a personal account of an Iraqi underground operative, al-Jaburi, who had earlier served in Iraqi regime's most feared Special Security Organisation (SSO) before defecting to Jordan based Iraqi National Accord (INA) in 1999. The INA had close ties with the CIA.

Al-Jaburi is considered as a hero of the CIA on the battle for the Saddam International Airport, one of the keys to taking Baghdad. Upon successful completion of his mission, al-Jaburi was arrested by Saddam's secret police and tortured till his jailers fled the prison in Ramadi from the advancing Americans. Describing the prision as a slaughterhouse, al-Jaburi tells TIME that he was highly exposed and the U.S. was not doing enough to protect him. Two of his relatives were shot dead while driving his car. "The Americans are good-hearted. When they love you, they really love you, but when you finish your job, they forget you," he tells. Al-Jaburi who has appeared on a hitlist of the Fedayeen Saddam, complains that the U.S. has not given him a license to carry a gun to protect himself.

A classic example of paramilitary group in Latin America is the Colombian AUC (Auto Defensas Unidas de Colombia), a right-wing paramilitary group.

Numbering around 10,000 cadres, it is the largest paramilitary group to ever exist in the western hemisphere. The AUC, a state-loyalist paramilitary group, was formed to liquidate sympathizers of the left-wing guerrillas who control about 40 percent of the territories in Columbia and is responsible for the majority of civilian massacres and human rights abuses. The AUC earned the nickname "The Head Cutters" because its victims are usually tortured, mutilated, and then decapitated.

Mark Bowden, in his book “Killing Pablo” alleges that the U.S. Special Forces had ties with the paramilitary death squad.

Carlos Castaño Gil, the supreme leader of the AUC, who formed the paramilitary group in 1997, in an unsuccesful attempt to turn clean, lost his grip of the organisation in 2004.

U.S had sought extradiction of Castaño in 2002.

Castaño reportedly suffered an attempt on his life on April 16 2004 by paramilitary cadres.

Although the matter of his death is not yet clear, the fate of Castaño, serves as a verdict for paramilitary operatives, that they fall prey to their own plans in the end.

In ''My Confession," a self biography styled Interview in 2001, he said: ''I didn't start this war. We're an effect, not the cause,” and adds that only a country in the chaos of war could produce a man like him.

Karuna on a collision course with Sri Lanka Government.

Colonel Kauna in a combative mood adamantly refuses to disarm. The renegade Tamil militant leader told on Sunday that his group refuses to lay down arms and will end a unilateral ceasefire and fight the Liberation Tigers of Tamil Eelam (LTTE) if attacked.

Karuna's uncompromising stance may be a new headache to Sri Lanka President Mahinda Rajpakse, who has agreed to disarm all armed groups to prevent any future attack by the LTTE.

Sri Lanka Government agreed with the LTTE at a two-day conference held on 22 -23 February, in Geneva that no armed group other than government security forces carries arms or conducts armed operations subsequent to LTTE's insistence that the state act before new talks due in April.

Karuna thundered, "No one can impose their will on us to take (arms) them from us, which we use only for defensive purposes."

The unconciliatory position taken by the Colonel Karuna, according to a Colombo based diplomat would amounts to putting the President of Sri Lanka and the Government in a quandary.

V. Muralitharan alias Colonel Karuna former Batticalao – Amparai districts Special Commander of the LTTE in an interview with the Reuters News Agency said, "We are waiting to see how the sarong-clad Vanni Tigers ... who are terrorizing our people and the army in the north are going to be disarmed in the Jaffna peninsula following the Geneva decision."

"Any provocation or attack by the LTTE would lead to officially ending our unilateral ceasefire," Karuna has declared.

According to political observers, Colonel Karuna's refusal to give up arms would amounts to engaging in a collision course with the Sri Lanka Government.

"Without mincing our words we wish to tell (Prabhakaran) quite categorically that we have our resolve and moral right to hold onto our arms," Karuna told Reuters.

"No one can impose their will on us to take them from us, which we use only for defensive purposes."

Karuna while denouncing the LTTE said, "Our people ... have entrusted us to defend them from the LTTE. Our people will not like us to become submissive and just hand over our weapons to satisfy the LTTE brutes."

Disarming of Karuna was a key demand the LTTE put forward at Geneva in return for not attacking government troops and police personnel.

Accordingly, Sri Lanka agreed, "The GOSL will take all necessary measures in accordance with the Ceasefire Agreement to ensure that no armed group or person other than Government security forces will carry arms or conduct armed operations."

Meanwhile, the unflinching declaration by Colonel Karuna amounts to an affront to the authority of the Sri Lanka President, who claimed to have postponed war by succeeding in the first round of talks with the LTTE, which was described by him as "an important constructive step towards peace in the future."

The unfolding situation in the East according to political analyst put the country in a new threat for the government to tackle to usher in undeterred peace in the country.

The unanswered question facing the country is whether Mahinda Rajapakse dares to tame Karuna and his men?

Lankan Deep Penetration Unit retreats leaving behind Claymore mine - LTTE

A team of Sri Lanka Army soldiers who entered LTTE controlled Mahilankulam 25 km southeast of Mannar near Iluppaikulam witdrew from the site when intercepted by an LTTE patrol, Media Coordinator of the Liberation Tigers, Daya Master told media Monday evening. The Sri Lankan soldiers had left behind a claymore mine when they withdrew from the site, he added.

The SLA incursion into LTTE territory is another incident in the continued violation of the Cease Fire Agreement (CFA) by the Sri Lankan Military, the LTTE media coordinator said.

Article 1.2 of the February 2002 CFA Agreement requires cessation of all military action and including the firing of direct and indirect weapons, armed raids, ambushes, assassinations, abductions, destruction of civilian or military property, sabotage, suicide missions and activities by deep penetration units. The article also requires complete cessation of offensive naval and aerial operations.

Why did UNP National List MP help Karuna to flee B’caloa? by Shamindra Ferdinando

If the Directorate of Military Intelligence (DMI) collaborated with Vinayagamoorthy Muralidharaan alias ‘Colonel’ Karuna, UNP MP Ali Zahir Moulana would have been a covert DMI operative responsible for a major intelligence operation.

Karuna declared his split with the organisation on March 2, 2004 and held sway until a lightning strike on dissidents on the banks of the Verugal River on April 9, 2004 forced him to flee. Once defeated, Karuna did not seek refuge at a nearby army detachment instead contacted his close associate Moulana who represented the Batticaloa district and got himself driven to Colombo.

Karuna was included in the LTTE negotiating team in October 2002, eight months after the finalisation of the ceasefire agreement and broke ranks exactly 15 months later. The rest is history.

Karuna’s inclusion in the negotiating team made him a hot shot. The government gave him chopper rides and this prompted firebrand politician Wimal Weerawansa to take it up with Defence Minister Tilak Marapana. This was in December 2002. Defence Secretary Austin Fernando met Karuna at Vavunativu to discuss the implementation of the ceasefire agreement which Karuna’s men broke at will.

The DMI would have liked to see the unprecedented split weakening the murderous organisation but did not actively back the mutiny. If that was the case, the navy could have easily intercepted Sea Tiger craft that inducted sizeable fighting units to carry out the April 9 assault. In fact we are aware that the LTTE informed the government/navy of the sea movements warning against interference. The government also allowed, in fact, escorted LTTE cadres via Omanthai entry/exit point to the east to strengthen Vanni cadres.

If Karuna was really involved with the DMI why did he seek Moulana’s help? Moulana was the last person to get involved with the military let alone take a role as a covert operative. The truth is Karuna did not receive the support he expected from the military and he fled Batticaloa a dejected man with a UNP politician who himself had to leave the country.

UNP leader Ranil Wickremesinghe was harsh on Moulana. His explanation was dismissed and he surrendered to the demand that he give up his National List seat. The one-time go between the UNP and the LTTE, was callously dumped with no chance of ever returning to green politics. Wickremesinghe did not want to step on LTTE leader Velupillai Prabhakaran’s toes. Moulana who campaigned for him in the east, even in areas held by the LTTE at several elections, particularly the December 1999 presidential polls, was a victim.

I knew Moulana for a long time and asked him about his plight after Wickremesinghe showed him the door.

Moulana did not want to go into details but emphasised that he brought Karuna to Colombo on the instructions of his successor ‘Colonel’ Thambirajah Ramesh. The deposed MP claimed that he received a telephone call from Ramesh based in Kilinochchi and acted immediately as he believed the LTTE leadership wanted Karuna out of Batticaloa, a claim swiftly challenged by the LTTE.

UNP leader Ranil Wickremesinghe last Sunday warned that the LTTE would raise the Karuna issue at the forthcoming meeting in Geneva to discuss the implementation of the Oslo-arranged Cease-Fire Agreement (CFA). Addressing a party meeting at Matara, Wickremesinghe emphasised that the LTTE would definitely demand the immediate disarming of Karuna and that would pose a major challenge to President Mahinda Rajapakse’s government. He signalled a difficult time ahead as the LTTE would not proceed with the peace process due to Karuna’s presence.

Wickremesinghe appears to have conveniently forgotten the fact that the much delayed meeting now scheduled to take place in Geneva was the result of the assassination of Foreign Minister Lakshman Kadirgamar last August. Former President Chandrika Kumaratunga demanded an immediate meeting to discuss the CFA immediately after the assassination. Unfortunately the Norwegians and co-chairs to the Tokyo Donor Conference failed to compel to at least sit down for talks. Wickremesinghe, engaged in a rear-guard action to save his place in the party, has also overlooked the fact that negotiations broke down in April 2003, over a year before Karuna’s revolt and that there was absolutely no truth in the perception that violence erupted only after the break-up. In fact the first killing was reported on April 2, 2003 when ex-TELO cadre Sinnathamby Ranjan was killed. He led the Varathan group, a Batticaloa-based para-military outfit. It was followed by an attack on Lance Corporal Ravindrakumaran on April 15, 2003.

They attacked Ramesh Kumar of the Sri Lanka National Guard (SLNG) on May 5, 2003. This was followed by the killing of Sergeant Navasuriya also of the SLNG at Paddur on May 19, 2003. Two days later ex-PLOTE cadre Kumar Perumbal was shot at Subra Hotel in Batticaloa. Nine PLOTE cadres suffered injuries in a hand grenade attack on their office near the Batticaloa Hospital also in May. There were several other victims and the last was TELO cadre Sabaratnam Tirukaran shot dead in October 2003.

According to Army Headquarters there had been 17 killings in government- controlled areas in Batticaloa before the split. Karuna quit on March 2, 2003 and the LTTE (Vanni Faction) started with a bang. Assassins acting on the orders of the intelligence wing cadre Keerthi loyal to the Vanni Faction shot dead 65-year-old Sinnathamby Sundarapillai. The UNP candidate recuperating at the Batticaloa Hospital after being shot at his home before the split did not survive the second attempt on his life.

The split triggered unprecedented killings with the LTTE hunting dissidents hiding in the south. The biggest single strike was the massacre of eight unarmed dissidents including their second-in-command Kuheneshan at Crystal Terrace housing scheme in the Kohuwela police area. This was in the early hours of July 25, 2004, hours before the Norwegian Deputy Foreign Minister Vidar Helgessen arrived in Colombo for a fresh bid to revive the peace process.

The CFA facilitated the killings. The government and the Oslo-led Nordic truce monitoring mission turned a blind eye to LTTE atrocities.

Wickremesinghe through the Norwegians assured the LTTE that his party was not in anyway involved in the Karuna affair and that Moulana acted on his own. This was revealed after LTTE heavyweight S. P. Thamilchelvam met with Norwegian peace envoy Erik Solheim and Norwegian Ambassador Hans Brattskar in Kilinochchi on June 30, 2004. Thamilchelvam’s message was clear: Don’t take advantage of what was then termed an internal problem.

The LTTE believed in a swift end to Karuna’s mutiny. The Norwegians, the truce monitoring mission and co-chairs, too, I am, sure believed in the Tigers’ muscle and ability to wipe out the dissidents. They are obviously wrong and today Karuna is a force to be acknowledged and taken seriously. Monday’s announcement that it would cease offensive operations in view of the forthcoming talks in Geneva would definitely pressure the LTTE and the international community to take a realistic view. The monitoring mission recently named the Karuna cadres Alternative Armed Elements thereby disputing the LTTE stand. The LTTE has dubbed the TELO, PLOTE, EPRLF, EPDP and the Karuna group as paramilitary organisations and demand their disarming under the CFA. After failing to wipe out the Karuna loyalists, the LTTE wants the government to go after its erstwhile colleagues. This, I am sure is in the lines of operations conducted by the LTTE with the backing of security forces and police during their honeymoon with President Ranasinghe Premadasa (May 1989-June 1990). The LTTE massacred hundreds of rival cadres in lightning operations facilitated by Premadasa.

The government quite rightly rejected the LTTE request this time. The LTTE as we know make demands from time to time. In 2002 it wanted Wickremesinghe’s government to back its call for an Indian venue for Oslo-arranged negotiations. New Delhi ignored this and Wickremesinghe quite rightly did not take it up with New Delhi.

But he met most of the other Tigers’ demand. The transfer of Dr. (Mrs) E. Karikaran known as Shantha from the government hospital at LTTE-held Puthukudirrippu to Kokkadicholai in Batticaloa was just one instance.

Unfortunately Wickremesinghe like Kumaratunga did not really know the Norwegians. If the UNP leader was aware of the disastrous handling of the previous peace bid in 1994/1995 he would have been at least cautious. The Norwegians arranged a ceasefire agreement early January 1995 but simply vanished when the LTTE resumed hostilities with the sinking of two Chinese built gunboats anchored at Trincomalee. The Norwegians did not at least bother to issue a statement. Government forces suffered a series of stunning battle-field losses before launching offensive operations in August and bringing the Jaffna town under their control in the first week of December, 1995.

The February 2002 agreement gave them the opportunity to intensify their campaign against rivals. In the Ampara-Batticaloa region Karuna was in charge of the slaughter. The CFA demanded the disarming of all rival groups thereby exposing them to LTTE assassins, operating on the orders of Karuna. The LTTE banned Thinamurasu, a Tamil weekly believed to be funded by the EPDP. The LTTE targeted the distribution network in the Ampara-Batticaloa region. It was part of their strategy.

Wickremesinghe’s regime played its part well. On March 31, 2002, it blocked the release of daily situation reports by Army Headquarters. The government also stopped Army Headquarters from posting its daily situation report on its website. Subsequently reports resumed but were subjected to the approval of the Peace Secretariat. The government closed down the Wanni Sevaya on the same day. The radio primarily served the security forces and police based in the Wanni region. It also countered the clandestine Voice of Tigers. Ironically closure of Wanni Sevaya, established by Ranasinghe Premadasa in the 80s came as the government and Norwegians helped the LTTE to expand the Voice of Tigers. The equipment acquired with government/Norwegian help subsequently allowed the LTTE to set up its own satellite link thereby launching transmission to Asia and Europe. Wanni Sevaya remains closed while Tiger propaganda arm targets audiences both here and overseas. The French is reported to have recently initiated an investigation responsible for running the operation.

Wickremesinghe’s partners did their part in style. CWC chief Minister Arumugam Thondaman launched a housing project in the LTTE-held area in memory of ‘Lieutenant Colonel’ Santhosam killed in a confrontation with Indian troops in 1988.

A skirmish off Vakarai before the split revealed efforts to acquire arms, ammunition and equipment. The navy recovered several rounds of 120 mm and 81 mm mortars subsequent to the confrontation. The incident, the first major confrontation between the navy and Sea Tigers and the resultant recovery of mortar rounds what was taking place. But nothing could be more serious than a sea-plane carrying Anton Balasingham, his wife Adele and a Norwegian diplomat flying over Trincomalee seas during a tense stand-off between the navy and a Sea Tiger flotilla.

In a transparent bid to justify the decision to fly over Trincomalee where the navy trapped three Sea Tiger craft laden with armaments and about 200 cadres on April 2002, Norway claimed the path was chosen by the pilot of the Maldivian Air Taxis owned sea plane. The aircraft had appeared over the area in a northerly direction, circled at a very low altitude off Brown Rock Point and then proceeded south along the coast. What the Norwegian statement issued 15 days after the incident did not mention was why the pilot took a route at least two hours longer than the direct Kilinochchi-Male route.

This would not have happened if Wickremesinghe did not give in to Balasigham’s demand to fly directly to Kilinochchi from an overseas destination without coming via Bandaranaike International Airport. Wickremesinghe also gave-in to TULF/TNA demand not to appoint a Parliamentary Select Committee (PSC) to assess the CFA. Wickremesinghe, despite an assurance given to the then LSSP General Secretary Batty Weerakoon dropped the plan to appease the LTTE.

The Amnesty International was allowed to visit Kilinochchi where the London headquartered human rights watchdog was asked to help them to improve and expand thamileelam judiciary and thamileelam police.

The local monitors were ineffective. In one instance a leading Trincomalee based lawyer on the local monitoring team filed a motion in the Trincomalee Magistrates’ court requesting the release of two LTTE cadres arrested at Sambaltivu while taking two abducted teenage girls. This took place in February 2003. It was not an isolated case.

LTTE cadres running riot in Qatar, a dissident cadre severely injured by Munza Mushtaq

The LTTE dissident group led by Karuna today alleged that LTTE Leader Prabhakaran's paramilitary groups are running riot in Qatar, targeting several of their cadres after attempts by the Vanni faction to persuade these cadres to join Prabhakaran's camp once again failed.

The latest victim is 26-year-old Manoharan alias Kuruvi, one of the numerous members of Karuna's faction now working in Qatar. According to the Faction's political party spokesman Thooyavan, Kuruvi is in a critical condition in the Intensive Unit of Ahamed Hospital, (General Hospital) in Doha Qatar after he was hit on the head with a steel crowbar when he was fast asleep.

"After Col. Karuna dismantled his defense force, Kuruvi was one of the cadres that joined the labour force in Qatar," Thooyavan pointed out. He is employed as a cleaner in the International Cleaning Company (ICC) in Qatar and was living in one of the two camps of the company located at Sanya 49, Doha, Qatar. It is estimated that over a thousand of Col. Karuna's cadres re-located themselves in Qatar after he dismantled his force. An intelligence squad from the LTTE paramilitary group was dispatched to Qatar to win back Col Karuna's cadres to return to ranks of the LTTE. Tiger's Intelligence chief of the paramilitary group in Batticaloa Keerthi is in command of this operation.

"The intelligence squad from the LTTE paramilitary group, headed by Mathan of Palugamam, met with the members of the Karuna group in the two ICC camps. Their mission was to persuade the members of the Karuna group to abandon Col. Karuna and return to Batticaloa to fight the final battle with the Sri Lanka Government with the LTTE para military group," Thooyavan claimed.

However, the Karuna group in Qatar is reported to have rejected the offers made Mathan. So having failed in his mission, Mathan returned to Sri Lanka to report the stiff resistance he faced from Col. Karuna's group to Keerthi. It was after this that Sukasan, another intelligence agent from Palugamam who is currently working in Qatar, launched his anti-Karuna campaign aggressively in the ICC camps. He is the official representative of LTTE paramilitary group working in the ICC camps.

"On the 3rd February, a group of intelligence cadres led by Sukasan entered the ICC camps and vandalized the photographs of Colonel Karuna which was displayed very prominently in both camps," Thooyavan, spokesman for Karuna's political party," TamilEela Makkal Viduthalai Pulikal.

"Subsequently on 06 February when Kuruvi was in his camp room, fast asleep, agents of the LTTE paramilitary group, specially sent from Batticaloa entered Kuruvi's room stealthily, and dealt a serious blow with a steel crowbar on his head . The assailants slipped away," he said.

Kuruvi was admitted to the general hospital in Doha Qatar and his condition is still critical. Latest reports from Qatar states that the local police have arrested Sukasan for the alleged attempt on the life of Kuruvi and the investigations are continuing. According to reports from Batticaloa Kuruvi is a handicapped person from Sittandy. He is a member of TamilEela Makkal Viduthalai Pulikal. He left for Qatar in the latter part of May 2004, after the military wing of the TMVP was dismantled by its leader V. Muralitharan alias Colonel Karuna.

Kuruvi was injured in in the Jayasikurubattle against the Sri Lankan Government forces. He was in the "Jayanthan brigade“ led by Colonel Karuna. He was hit by shrapnel and sustained severe injuries to his right elbow and stomach. A part of the intestines was surgically removed to save his life. Though handicapped Kuruvi had succeeded in getting a job with the ICC.

Amnesty International in its latest report states that the LTTE paramilitary harass and extort money from returnees to the Middle East. Most of them work as labourers. But the intelligence wing of the LTTE paramilitary threaten them and extract money virtually at gun point.

This is the first attack abroad carried by the LTTE paramilitary on the dissident Tamils from the east. Thooiyavan in his report said that ThamilEela Makkal Viduthalai Puligal is monitoring the new developments.

We’ll dislodge Prabakaran from his bunker - Karuna

A statement issued by Tamil Eela Makkai Viduthalai Pulikal (Karuna faction of the tiger organization) says it “will launch a search and hunt operation against the Vanni paramilitaries not only in the east but also in the whole island.”

The statement also states it will be forced to withdraw from its unilateral declaration of ceasefire and confront Prabakaran if he continues with his provocative acts by targeting his people and threatened to unleash its deep penetrating forces to dislodge Prabakaran from his bunkers in the Vanni.

Press statement issued by the TamilEela Makkal Viduthalai Pulikal : a warning to the international community.

Prior to the proposed meeting of talks in Geneva the LTTE is engaged in a campaign of denigrating the TamilEela Makkal Viduthalai Pulikal (TMVP) linking it with the Sri Lankan Security Forces. This is a pre-planned campaign to stall the peace talks.

After failing in its latest attempt to start its Eelam War IV the LTTE is trying to manufacture excuses to scuttle the talks. Various allegations leveled against the TMVP in its websites and the Tamil media are all designed to divert attention away from its past record of human rights violations and, more importantly, abduction of children to beef up its dwindling cadres.

The latest allegation comes from the stage managed press conference in which 15-year-old Arulraj Senthilnathan of Punnaichcholai was produced before a group of LTTE cadres posing as journalists.

Our information reveals that the so - called press conference was never held. Instead the boy had talked to four members of Vanni paramilitary’s intelligence group masquerading as press reporters. These men had offered the boy a banana, Vadai and some tea and made him say what they wanted to hear.

We wish declare that we had never known this boy. He was never with us. Nor do we need abducted young boys to fight our battle against Prabhakaran and his gang of criminals.

Our leadership has declared unilateral ceasefire against the Vanni paramilitary group led by Prabakaran. But in case during this temporary cessation of hostilities period, Vanni Paramilitary group attack our members or our supporters, then we may be forced to renounce our ceasefire declaration.

In case we are forced to go back to war we pledge that we will launch a search and hunt operation against the Vanni paramilitaries not only in the east but also in the whole island.

The Tamil community is aware that the Vanni paramilitary leader has acknowledged our talents in the battlefield. We are also aware that of all the forces ranged against the LTTE, Prabakaran is only afraid of us. That is why he is making a desperate bid to blacken our image and weaken us. He knows that as long as we are strong he will be weak and will not have his way. He is putting maximum pressure on the international community and the Sri Lankan government to disarm us because he is incapable of doing it himself. If he is the great fighter that he claims to be why is he asking other parties to fight his battles? Prabakaran should be ashamed that he is forced to ask non-Tamils to kill the brave Tamils who fought for the Tamil people. We also know that he is aware of the old Tamil adage that 'only the serpents know the serpents' leg.'

As far as we see it, the Vanni paramilitary groups are engaged in ways and means of holding President Mahinda Rajapakse to ransom. Whatever Prabakaran wants to do with the Sri Lankan government is his business. But he should not use us for his political ends. He is using our people as his slaves to serve his politics. But we are here to stay and fight to rescue our people from his brutal politics that oppress our people. If he persists with these provocative tactics, then we will be forced in due course to dispense with our commitment to the unilateral ceasefire and confront him with our deep penetrating forces to dislodge Prabakaran from his fortified bunkers in Vanni.

When we realize the horrors of the oppressive regime of Prabakaran we have no option but to continue our struggle till we get rid of him. The international community and those engaged in peace talks must recognize the fact that fighting the oppressive regime of Prabakaran is the only path to peace and freedom for our people. Those who refuse to recognize this fact are hiding their heads in the sand.

We emphasize that we don’t have to recruit 15 - year - olds to fight our battles. We do not even know who Arulraj Senthilnathan of Punnaichcholai is. All documented evidence proves that this has been the practice of the LTTE. Partly to justify attacks on us and partly to blacken our image in the eyes of the international community the LTTE is throwing mud at us.

We are of the opinion that this young boy too must have been forcefully recruited and trained by the Vanni paramilitary group and subsequently prepared by relate cooked up stories against the TamilEela Makkal Viduthalai Pulikal. It may work with some but the truth will prevail in the end as the sun rises in the east tomorrow.

Furthermore, please note that there is no need for us to recruit underage children in our striking force.

We have with us only those members who have joined us voluntarily who have vowed to chase out the Vanni paramilitary autocrat Prabakaran and his paramilitary cadres from our soil in the Eastern province.

It is the Vanni paramilitaries which forcefully abduct children in the east from schools, from the so called TRO run Tsunami relief centers which has been turned into a breeding ground for the conscription of the teenage boys and girls and also when they see youngsters in the road. After forcefully abducting them, these children are used to be given arms training.

It must be said very clearly that there is no need for us to forcefully conscript underage children to fight our battle.

Anandasangaree castigates Tiger

Mr. V. Anandasangaree, Leader of TULF has condemned the claim by wanni tiger organization that claymore bomb attacks on security forces were carried out by civilians and had demanded that wanni tiger leader Velupillai Prabakaran immediately withdraw the false allegation.



In his statement Mr. Anandasangaree states that Sri Lankan Tamils are not barbarians to attack armed forces by setting off claymore bombs.



“Tamil people living all over the world, like any other race or group, are very proud of their culture and civilization and will not tolerate any body doing anything to damage or cause dishonour to their culture or civilization,” states Mr. Anandasangare and continued, “We are a God fearing race, non-aggressive and peaceful. It is our tradition not to harm even a deadly serpent. It is very unfortunate that the LTTE who claims to be the guardian of the Tamil culture and civilization should make such an irresponsible statement that could cause extensive damage and bring dishonour to the reputation of the Tamil race.”



In his statement Mr. Anandasangaree challenged the LTTE to prove that the attacks were carried out by the civilians in the area.

Karuna warns of renouncing Ceasefire with Prabhakaran's Vanni faction

The TamilEela Makkal Viduthalai Pulikal (TMVP) which is the political body of the Karuna faction today urged the international community to be vigilant with the LTTE and not to fall prey to the Organization's scams.

TMVP Spokesman Thooyavan issuing a statement from his office in Batticaloa alleged that the LTTE is engaged in a campaign of denigrating the TMVP by linking it with the Sri Lankan Security Forces. "This is a pre-planned campaign to stall the peace talks," he noted.

He also pointed out that his party's leadership has declared unilateral ceasefire with the Vanni paramilitary group led by Prabakaran. But warned that during this period if the Vanni Paramilitary groups attacked their members or supporters, they would also have no choice but to retaliate and renounce their ceasefire declaration.

"In case we are forced to go back to war we pledge that we will launch a search and hunt operation against the Vanni paramilitaries not only in the east but also in the whole island," Thooyavan warned.

Karuna's group threaten to dislodge Prabhakaran if he cotinues to oppress Tamil people

In the latest press release issued by TamilEela Makkal Viduthalai Pulikal (TMVP) -- the LTTE wing that broke away from Prabhakaran's command -- has warned that it will be forced to withdraw from its unilateral declaration of ceasefire and confront Prabakaran if he continues with its provocative acts by targeting his people. TMVP is now threatening to unleash its deep penetrating forces to dislodge Prabhkaran from his fortified bunkers in the Vanni.

TMVP states that they are the only group that Prabakaran fears and that is why he is putting pressure on the international community and the Sri Lankan government to disarm us. "But," says TMVP, "we are here to stay and fight to rescue our people from his brutal politics that oppress our people. If he persists with these provocative tactics, then we will be forced in due course to dispense with our commitment to the unilateral ceasefire and confront him with our deep penetrating forces to dislodge Prabakaran from his fortified bunkers in Vanni."

TMVP also states that the LTTE has stage managed the press conference with 15-year-old Arulraj Senthilnathan by interviewing him by LTTE cadres posing as journalists.

He knows that as long as we are strong he will be weak and will not have his way. He is putting maximum pressure on the international community and the Sri Lankan government to disarm us because he is incapable of doing it himself. If he is the great fighter that he claims to be why is he asking other parties to fight his battles? Prabakaran should be ashamed that he is forced to ask non-Tamils to kill the brave Tamils who fought for the Tamil people. We also know that he is aware of the old Tamil adage that 'only the serpents know the serpents' leg.'

As far as we see it, the Vanni paramilitary groups are engaged in ways and means of holding President Mahinda Rajapakse to ransom. Whatever Prabakaran wants to do with the Sri Lankan government is his business. But he should not use us for his political ends. He is using our people as his slaves to serve his politics. But we are here to stay and fight to rescue our people from his brutal politics that oppress our people. If he persists with these provocative tactics, then we will be forced in due course to dispense with our commitment to the unilateral ceasefire and confront him with our deep penetrating forces to dislodge Prabakaran from his fortified bunkers in Vanni.

When we realize the horrors of the oppressive regime of Prabakaran we have no option but to continue our struggle till we get rid of him. The international community and those engaged in peace talks must recognize the fact that fighting the oppressive regime of Prabakaran is the only path to peace and freedom for our people. Those who refuse to recognize this fact are hiding their heads in the sand.

We emphasize that we don’t have to recruit 15 - year - olds to fight our battles. We do not even know who Arulraj Senthilnathan of Punnaichcholai is. All documented evidence proves that this has been the practice of the LTTE. Partly to justify attacks on us and partly to blacken our image in the eyes of the international community the LTTE is throwing mud at us.

We are of the opinion that this young boy too must have been forcefully recruited and trained by the Vanni paramilitary group and subsequently prepared by relate cooked up stories against the TamilEela Makkal Viduthalai Pulikal. It may work with some but the truth will prevail in the end as the sun rises in the east tomorrow.

Furthermore, please note that there is no need for us to recruit underage children in our striking force.

We have with us only those members who have joined us voluntarily who have vowed to chase out the Vanni paramilitary autocrat Prabakaran and his paramilitary cadres from our soil in the Eastern province.

Sri Lankan Tamils are not barbarians - V. Anandasangaree

V. Anandasangaree, President of the Tamil United Liberation Front in a strongly worded condemnation, demanded from Velupillai Prabakaran, the reclusive leader of the Liberation Tigers of Tamil Eelam to withdraw the allegation that clay-more attacks on the Sri Lanka Army was by the civilians and not by them. He castigated the LTTE leader and said clearly that Sri Lankan Tamils are not barbarians to be involved in such terrorist acts of attacking the armed forces by triggering claymore bombs as alleged by the Sri Lanka’s Tamil rebel outfit.

"I very strongly condemn the claim of one of the Leaders of the LTTE that the clay-more attack on the military was by the civilians and not by them."

In a statement released to the press, Anandasangaree, has severely reprimanded the leader of the LTTE and demanded the immediate withdrawal of the alleged statement. "I very strongly condemn the claim of one of the Leaders of the LTTE that the clay-more attack on the military was by the civilians and not by them. The LTTE Leader must withdraw this allegation, before the International Community forms the impression that we, the Sri Lankan Tamils are barbarians or savages."

He exhorted the LTTE and challenged any one from the areas where such attacks took place, to come forward with any evidence available to prove this claim of the LTTE.

Anandasangaree, President, Tamil United Liberation Front was critical when he threw an open challenge, "Will any one of the 21 Tamil Members of Parliament representing the Tamils of the North and east, dare say that the civilians are involved in the clay-more attacks on the military personnel."

He further continued with his challenge at the TNA parliamentarians and demanded "Can’t they do a Sathyagraha protesting against this claim of the LTTE and compel the LTTE to withdraw this ridiculous charge against the civilians, who are undergoing untold hardships under the LTTE rule."

“The whole world should be made to know that the Sri Lankan population, whether Tamils, Muslims or Sinhalese, are all law-abiding citizens and shun violence.”

"They don’t derive pleasure in creating widows and orphans. They are well aware that the service personnel too are human beings, having families to look after and when they are blown to pieces the families are left as destitute," he said.

Anandasangaree clarified that they also know that clay-more attacks and grenade attacks cause only fear and tension to the innocent civilians who want only peace. He further added that the Tamils are a much respected race and the LTTE should not discredit them.

Anandasangaree reminded, "One should not forget that till the cease-fire agreement was signed, the people were living peacefully in the areas under the control of the Government. The CFA gave a golden opportunity to the LTTE to go into the Government controlled areas to do Political work and not to organize hartals and demonstrations."

He further said, "They are not expected to control the administration or to terrorize the poor timid civilians. They are not expected to throw hand-bombs and plant clay-more mines. In short they were allowed into Government controlled areas to genuinely work for peace and not to make things difficult to bring back peace."

"It is with this intention that the LTTE cleverly maneuvered to keep every body, including the Norwegian facilitators out of the areas under their control."

Anandasangaree in his statement lamented that the extent of CFA violations of the LTTE inside the areas under their control is hardly known to the outside world, but in other areas the number of violations had exceeded six thousand.

He asked whether the LTTE or those who defend them deny the existence of detention camps, torture camps and dark room chambers. He further revealed that there are also abductions, extortions, killings and conscription of children as child soldiers.

Anandasangaree in his statement argued, "If the LTTE is really interested in protecting the people they will not get involved in violent activities against the army deliberately, to provoke them to attack the civilians."

He pointed out "The best examples for the irresponsible conduct of the LTTE are grenade attacks on the army at the Jaffna bus stand, near Mannar and Chavakachcheri hospitals the clay-more attack on the Navy at Mannar in which 12 sailors were killed etc."

I humbly appeal to the LTTE to give up all these, and not to implicate the innocent civilians in violent activities. Sixty to Seventy thousand lives had been lost and destruction to property is worth several billions, he said in his statement.

He urged the LTTE to immediately halt their activities, stop killing of civilians or forces and genuinely return to the negotiation table and agree for an early settlement.

"It is very unfortunate that the good name earned by the forces under very strenuous circumstances over a period of time had been badly affected by the hasty actions of some in a short time.” He urged that the army also should act responsibly by tracing the culprits and taking action against them without punishing the innocent civilians who have gathered at the scene of the incident by accident."

By doing so, the army can earn the goodwill of the people, and also help to solve the problem early, Anandasangaree reminded in his statement.

Karuna group kills eight Tigers

A group of Karuna loyalists attacked and killed eight Wanni LTTE cadres on Thursday (12) police sources in Ampara said yesterday. However, the security forces in the East were unable to confirm the attack. The Karuna group had fired on an LTTE camp and retreated into the Kanjukuddichcha Aru Jungle with the LTTE in pursuit. Once their pursuers had themselves entered the jungle the Karuna cadres had regrouped and attacked them, killing eight, sources said.

Underage paramilitary recruit attests to SLA-Karuna link

A 15-year-old boy, recruited by the paramilitary cadres of Karuna Group, later sent on vacation, and who managed to move with his family into the Liberation Tigers held area in Ayithiyamalai, addressed a press meet at Solayaham in LTTE controlled Kokkaddicholai Friday. The underage youth, Arulraj, has revealed details on how he was abducted, transported to Thivuchenai and trained at the training camp of the paramilitary group at Thivuchenai in Welikande. Arularj, who was on leave, managed to escape as his "guardian", an EPDP cadre Rama Ranjan, who accompanied him to Batticaloa from Welikande, was gunned down by unidentified gunmen in mid-January.

The 15-year-old Arulraj Senthilnathan, addressing the press at Solayaham from 11:30 a.m. to 01:00 p.m., said he was forcefully recruited 6 months ago by the paramilitary cadres while he was fishing along the Mattikkali river, located near his house in the village of Punnaichcholai on the outskirts of the Batticaloa town.

He was taken to "Palpody" Sri Lanka Army (SLA) camp in Batticaloa town and later transported in an armoured vehicle to Polonnaruwa area, Arulraj told the press.

"We were provided training to shoot, and to operate handguns by Markkan and Chooty, who were the responsible for the training," he said.

"Later, we were posted to sentry points in and around the training camp," he said adding that there were around 200 Sri Lanka Army troopers providing security to the training camp in an "outer circle".

"15 muslim youths were also among the recruits. There were also persons who were talking Indian accent Tamil, but those were senior cadres who did not communicate much with us," he added.

"There were some nights with quarrels, some nights with celebrations and laughter at the huts of the senior cadres," he said noting there were celebrations at Thivuchenai camp following the slaying of Joseph Pararajasingham MP.

There were around 70 persons at the Thivuchenai camp, he said.

Arulraj also revealed that there were some persons, numbering around 20, who were being held captives at Thivuchenai camp.

An EPDP cadre, Rama Ranjan, accompanied the young Arulraj who managed to win the trust of his masters at the paramilitary training camp at Thivuchenai. He was given a leave to join his family during the Pongal festival. A senior EPDP cadre, Rama Rajan, accompanied him to Batticaloa town.

On Pongal day, the EPDP cadre, Rama Rajan, was gunned down by unknown gunmen in Karuvepankerni in Batticaloa. A few days later the paramilitary group made contact with Arulraj and instructed him to return quickly to Thivuchenai.

Arulraj together with his younger sister, brother and his parents, moved into the LTTE held area a few days ago, he said.

LTTE: the Indian connection

Following is an excerpt from researcher Rohan Gunaratne's latest book "Sri Lanka Tamil Insurgency". This chapter is published to coincide with Indian External Affairs Minister I. K. Gujral's visittoSri Lanka beginning today as a grim reminder of Indo-Lanka relations of yesteryear

From the late 1970s, the LTTE developed links with a number of Tamil Nadu political groups-they were comparatively small in organization and membership.

The most significant of them were Dravida Kazhagam headed by Veramani, the Kamraj Congress headed by Nedumaran and the Pure Tamil Movement headed by Perinchintanarayanan. To date, the leaders as well as cadres remain strong supporters of the LTTE. Veeramani called a meeting of all his key party organizers throughout Tamil Nadu and asked them to support the LTTE. Nedumaran wrote a biography of Prabhakaran. Perinchintanarayanan gave his property for the use of the LTTE. Thereafter, the LTTE developed excellent relations with M.G. Ramachandran and M. Karunanidhi, who succeeded each other as chief ministers

The LTTE training camp in Kulathur, Salem district, India, where the 16th batch was trained in 1985/6. The photographs were taken by Wasanthan, an Indian national employed by the press section of the LTTE.

Although Tamil insurgents had established a few training camps in Tamil Nadu in 1982, there was no official assistance from the Central Government of India prior to August 1983 In the eyes of many Indian hard- liners, Sri Lanka since 1977 had stepped out of the non-aligned orbit and had become an ally of the West. There were Israeli intelligence operatives, British counter insurgency experts, South African mercenaries and rumours about offering Trincomalee one of the finest deep water harbours to the US navy. Sri Lanka had good relations with Pakistan and China, two countries that had fought border wars with India and they were in the process of stepping up military assistance to Colombo. Further, President J.R. Jayewardene of Sri Lanka did not enjoy with Premier Indira Gandhi the same warm relationship he had with her father, Premier Jawaharlal Nehru. After Premier Indira Gandhi, also the leader of the powerful Congress (I) Party, took a policy decision to support Sri Lankan northern insurgency from August 1983. The need to have leverage over Colombo was adequately demonstrated by the Research and Analysis Wing (RAW), the agency also responsible for advancing India's secret foreign policy goals. Within her inner circle, the decision was justified. Geopolitics and domestic compulsions validate the rationale.

The Third Agency of RAW a supra intelligence outfit, was entrusted with the task. Within a year, the number of Sri Lanka Tamil training camps in Tamil Nadu mushroomed to 32. By mid 1987, over 20,000 Sri Lankan Tamil insurgents had been provided sanctuary, finance, training and weapons either by the central government, state government of Tamil Nadu or by the insurgent groups themselves. While most of the initial training was confined to Indian military and paramilitary camps in Uttara Pradesh, specialized training was imparted by the Indian instructors attached to RAW to Sri Lankan insurgents in New Delhi, Bombay and Vishakhapatnam. The most secretive training was conducted in Chakrata, north of Dehra Dun, India's premier military academy for training service personnel, where RAW had also imparted training to Bangladesh, Pakistan and Tibetan dissidents.

With the Indo-Lanka Accord of July 1987, RAW assistance culminated. Rajiv Gandhi ordered the Indian Peace Keeping Force (IPKF) to fight the LTTE, when it went back on its pledge to surrender its weapons. The LTTE-IPKF war, apparently deprived the LTTE of its invaluable base, India. But, Tamil Nadu assistance to the LTTE continued even after M.G. Ramachandran's death in December 1987. Tamil Nadu State assistance under the Karunanidhi Administration despite the presence of the IPKF, continued for the LTTE. Although the LTTE was at war with India, Tamil Nadu still remained LTTEÕs main source of supplies.

Throughout the IPKF episode and until Rajiv GandhiÕs assassination in 1991, the LTTE continued to maintain a substantial presence in India. When the law enforcement agencies stepped up surveillance, the LTTE moved a bulk of its cadres from Tamil Nadu to other towns such as Mysore, Bangalore and Bombay. Even at the height of the IPKF-LTTE confrontation, the LTTE had twelve sections in India to manage:

(1) Intelligence
(2) Communications
(3) Arms Production
(4) Procurement of explosives
(5) Propaganda
(6) Political work
(7) Food and essential supplies
(8) Medicines
(9) Fuel supplies
(10) Clothing
( 11 ) Transport
(12) Finance and currency conversion

The LTTE had also converted Madras, the capital of Tamil Nadu, and nine other Tamil Nadu districts, into centres for war supplies to the LTTE. Each centre was linked by a sophisticated wireless network. Individual units carried Sanyo walkie talkie sets. The centres of war supplies and other activities were:

( I ) Dharmapuri: Procurement of explosives
(2) Coimbatore: Arms and ammunition manufacturing
(3) Salem: Explosives manufacturing and military clothing manufacturing
(4) Periya (Erode) Military clothing manufacturing
(5) Vedaraniyam: Coastal area from where supplies were dispatched for the LTTE
(6) Madurai: Transit area
(7) Thanjavur: Communications centre
(8) Nagapattnam: Landing area for supplies from LTTE deep sea going vessels.
(9) Rameswaram: Refugee arriving area and recruitment
(10) Tiruchi: Treatment of wounded LTTE cadres
(11) Tuticorin: LTTE trade in gold, silver, narcotics and other merchandise goods
(12) Madras: Liaison with Tamil Nadu political leaders.
Implications for India

The LTTE-lndia nexus did not secure the geopolitical security New Delhi needed from Sri Lanka. It weakened Indian as well as Sri Lankan domestic security. In many ways, the presence of a foreign military strengthened the fighting spirit of LTTE and weakened the anti-terrorist capability of the Sri Lankan forces, then engaged in an anti-subversive campaign in the South The organization gained mastery of guerrilla warfare by fighting the fourth largest military in the world. The LTTE suffered heavy causalities but replenished their ranks and gained a confidence paralleled by the Viet Cong and the Afghan Mujahidin. LTTE also innovated new weapons, mostly projectiles and mines. Johnny mine, the anti personnel mine invented by Prabhakaran, has at least claimed 5,300 Indian and Sri Lankan war causalities. Many Tamil Nadu political leaders from Nedumaran to Gopalasamy and Ramakrishnan visited the LTTE jungle base - known as the one four base complex over the years - and expressed solidarity with Prabhakararn.

The role of the IPKF in Sri Lanka became a politically sensitive issue. When the IPKF returned to India, under the National Front government of V.P. Singh, the then Tamil Nadu Chief Minister M. Karunanidhi did not visit the port of Madras to welcome the Indian soldiers. Even after the IPKF departed the LTTE continued to maintain excellent relations with Tamil Nadu politicians. The LTTE had managed to preserve Tamil Nadu as a critical base by retaining the goodwill of the Tamil Nadu leaders.

In fact, when the LTTE hit teams under the one eyed Jack Sivarasan assassinated the anti-LTTE EPRLF leader Padmanabha and his colleagues in Tamil Nadu, Chief Minister Karunanidhi asked the Tamil Nadu police and the state agencies to turn a blind eye. A few months later, the LTTE used the very same infra- structure of the LTTE in Tamil Nadu to kill Rajiv Gandhi. The LTTE penetration of the Tamil Nadu polity was so good that a decision reached at a high level meeting comprising intelligence agencies in New Delhi about anti-LTTE operations was conveyed to the LTTE within 24 hours. Investigations revealed that the culprit was the then Tamil Nadu Home Secretary and at the instruction of Karunanidhi. The dismissal of Karunanidhi did not prevent the LTTE from continuing to operate in Tamil Nadu. The LTTE made a statement during the subsequent Jayalalitha administration, "If the Tamil Nadu leadership cannot support the LTTE, at least we expect them to be neutral to the LTTE." This meant that LTTE operations should continue unhindered in the state of Tamil Nadu.

In retrospect, the LTTE-India relationship has been one of love and hate. It is a relationship that will have its ups and downs but a relationship that will nevertheless continue.
